Why choose Malta for language stays and PCTO

If you are considering a language experience abroad for your class, Malta is one of the most balanced destinations: students learn English in a country where the language is official, a PCTO pathway can be built around the school's study focus, and Italy is only a short flight away. This guide covers what actually matters when a teacher designs the trip.

1. Real language immersion, inside and outside the classroom

Article 5 of the Constitution of Malta establishes Maltese and English as the country's official languages. For a class this means English is not confined to the classroom: it is used in shops, on public transport, during afternoon activities and in everyday interactions, with a level of exposure that is hard to replicate at home.

Courses are organised by level, from beginner to advanced, with a placement test taken online before departure. If the class has specific needs — reinforcing parts of the syllabus already covered, focusing on speaking, preparing for a certification — these can be flagged during the planning phase so the on-site programme stays consistent with the work done at school.

The English school is in Sliema, one of the most central and well-connected areas of the island: short transfers and a lively urban setting for out-of-classroom activities.

2. PCTO abroad: what is possible and what is required

Italian PCTO pathways (transversal skills and orientation) can take place abroad. The ministerial guidelines (DM 774/2019) require the pathway to be designed consistently with the school's PTOF and the graduate profile, formalised through an agreement with the host organisation, supervised by internal and external tutors, and closed with assessment and certification of the skills acquired.

In Malta this takes three possible forms, often combined: a placement in a local company, a structured cultural pathway, or professional workshops on themes such as the world of work and environmental sustainability. The choice depends on the study focus, the students' age and the learning objectives set by the class council.

  • Company placement: host companies are identified according to the student's study focus and profile, after their CV is received.
  • Cultural pathway: structured visits and activities on heritage, history and how the territory is organised.
  • Professional workshops: thematic modules on transversal skills, orientation and sustainability.

Duration, recognition and certification of hours are not set by the provider but by the project approved by the school and its supporting documentation (agreement, learning pact, final assessment). No workshop is automatically "PCTO certified": it becomes so only within a pathway designed and validated by the institute.

Health and safety obligations for students on PCTO also apply, and the Italian Ministry of Labour publishes specific guidance on them: they are part of the design phase, not an afterthought.

3. A cultural context that gives learning meaning

Three properties are inscribed on the UNESCO World Heritage List: the City of Valletta, the Ħal Saflieni Hypogeum and the Megalithic Temples of Malta. Mdina, often quoted as a UNESCO site, is currently on the Tentative List: still a highly valuable stop for a school group, but not an inscribed property.

Around the study programme you can build excursions, sports, educational workshops and organised evening activities. This is what makes the experience memorable and what, back at school, changes the quality of the relationship between students and teachers.

4. Accommodation: different options for different projects

  • Host family: maximum language exposure, in central and well-connected areas.
  • School residence: dedicated accommodation a few steps from the classrooms, with hotel-style services and meals according to the chosen formula.
  • 3-4 star hotels: a more structured option, in the main areas of interest and close to bus stops, shops and services.

Host families accommodating ELT students operate within Maltese legislation and sector standards: the ELT Council publishes the policy manual and the code of ethics and practice operators must follow. That is the correct reference to quote in project documentation.

The accommodation choice affects both budget and the type of experience: for large school groups, residences and hotels simplify logistics and supervision, while host families maximise language practice.

5. Local support: someone on the ground
